India has a well-structured intellectual property (IP) administration system, overseen primarily by the Office of the Controller General of Patents, Designs and Trade Marks (CGPDTM), which functions under the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry.

The IP offices in India include the Patent Offices located at Kolkata, Delhi, Mumbai, and Chennai; the Trade Marks Registry with offices in Mumbai, Delhi, Kolkata, Chennai, and Ahmedabad; the Designs Office at Kolkata and Delhi; the Copyright Office at Delhi; and the Geographical Indications (GI) Registry at Chennai.

India’s IP offices have modernized significantly through digital filing systems, online hearings, and e-governance initiatives, enhancing transparency, efficiency, and accessibility for rights holders.

In addition to these statutory offices, India has the Rajiv Gandhi National Institute of Intellectual Property Management (RGNIIPM) in Nagpur, which functions as a premier national training institute for capacity building in IP administration and enforcement.

Patent Information Centres (PICs) are state-level facilitation units established to promote awareness, accessibility, and effective utilization of the patent system among researchers, academic institutions, government organizations, and individual innovators. Set up under the Patent Facilitation Programme of the Department of Science and Technology (DST), PICs provide essential services such as guidance on patent search and documentation, assistance in filing patent applications, training programs on intellectual property rights, and support in identifying patentable inventions. By acting as a bridge between innovators and the national patent system, PICs play a crucial role in strengthening grassroots innovation and enabling informed IP protection across India.
