The Cell for IPR Promotion and Management (CIPAM) is a dedicated body operating under the aegis of the Department for Promotion of Industry and Internal Trade (DPIIT). It plays a key role in driving targeted initiatives aligned with the seven core objectives of the National IPR Policy. CIPAM works to simplify and streamline intellectual property processes, while also promoting IPR awareness, facilitating commercialization, and strengthening enforcement efforts across the country.

  • Develop and implement targeted strategies for each objective of the National IPR Policy to simplify and streamline IP processes.
  • Coordinate with state-level agencies, central ministries, industry associations, and international organizations to strengthen IPR infrastructure, including the establishment of dedicated IP cells.
  • Conduct nationwide IPR awareness campaigns across schools, colleges, universities, and industries.
  • Organize training and sensitization programs for enforcement agencies and the judiciary to enhance the effectiveness of IPR enforcement.
  • Identify, study, and support the adoption of global best practices to promote and commercialize intellectual property across India.

Initiatives Being Taken

CIPAM, in collaboration with leading industry associations, has organized IPR awareness programs across multiple states. These initiatives have been well-received by business owners, students, academicians, and other stakeholders. As part of a nationwide IPR Awareness Campaign, sessions are being actively conducted in schools, universities, judicial academies and industries throughout India.

CIPAM, in collaboration with the Federation of Indian Chambers of Commerce & Industry (FICCI), launched the IPR Enforcement Toolkit for police officials on 4th January 2017. This resource is designed to assist law enforcement in effectively handling intellectual property (IP) crimes, particularly counterfeiting and piracy issues that continue to impact IP rights holders both in India and globally.

Since its launch, CIPAM has been actively conducting training programs for police personnel across the country. These sessions, organized in partnership with legal experts and industry stakeholders, aim to strengthen IP enforcement capabilities and ensure better protection of intellectual property rights. Training initiatives have been ongoing throughout, with widespread participation from law enforcement agencies nationwide.

The judiciary plays a vital role in reinforcing the intellectual property (IP) ecosystem and addressing emerging legal challenges related to IP rights.

Aligned with the objectives of the National IPR Policy, the Department for Promotion of Industry and Internal Trade (DPIIT) collaborates with the National Judicial Academy and various State Judicial Academies to organize specialized training programs. These sessions aim to sensitize judges to key government policies on intellectual property and enhance their understanding of IPR-related issues.

In the Global Innovation Index (GII) 2025, India ranks 38th among 133 economies, marking a significant improvement from its previous position of 39th in 2024.

GII ranks countries on an annual basis for their contribution towards successful innovations based on their capacity. Published by Cornell University, INSEAD and WIPO in partnership with other organizations and institutions, it is based on both objective and subjective data derived from several sources such as the International Telecommunication Union (ITU), World Bank and World Economic Forum (WEF). The GII report has been published each year since 2007, becoming a leading benchmark tool for policy makers and business executives who seek insight into the state of innovation around the world, as a tool to measure progress. GII marks indicators for ranking world economies, their innovation capabilities and subsequent results. It provides a broader horizon by marking indicators going beyond the traditional measures such as levels of research and development.

Recognizing India’s vast potential in innovation and creativity, a Task Force on Innovation was established under the guidance of the then Commerce & Industry Minister, Government of India. The Task Force was entrusted with evaluating India’s standing as an innovation-driven nation and recommending strategies to strengthen the country’s innovation ecosystem, with the goal of improving its Global Innovation Index (GII) ranking. Comprising government officials alongside experts from the private sector and academia, the Task Force prepared a comprehensive report to guide India’s continued progress on this path.
